Thanks to Chrystle for pointing out that the PC cheats were absent. Here they are as described on my website:

ANICESETOFWHEELS - Make all vehicles completely see through except for their wheels. You can still see the people driving it, so it's kind of freaky. Funny animations though. Good luck guessing what car you're jacking.
BANGBANGBANG - Blows up all vehicles in the computer's memory. This includes any mission specific cars like 8Ball's Kuruma in the beginning. This means it can be dangerous. It can also be an ultra-blessing. With this, you can pass missions such as Pump-Action Pimp, Farewell Chunky Lee Chong, Taking Out The Laundry, Bling-Bling Scramble, Paparazzi Purge, Two-Faced Tanner, Silence The Sneak, Gone Fishing, and Vigilante with dramatically increased ease.

CHITTYCHITTYBB - Vehicles behave like Dodos to a certain extent. Cars feel like they float. While in air, you can use rudder-like commands to half-way steer. Can be used in conjunction with CORNERSLIKEMAD to span long distances like the destroyed Callahan bridge for example.

CORNERSLIKEMAD - All vehicles experience incredibly accurate steering with no traction loss or sliding. Also, pressing horn makes your car jump. Use this in conjunction with CHITTYCHITTYBB to span even longer distances with your jumps.

GESUNDHEIT - Completely heals you. If you're in a car, it completely heals your car too. This can be very handy during missions where you need to stay in the same vehicle such as Paramedic, Taxi Driver, the off-road missions, Big N Veiny, Salvatore's Called A Meeting, Waka-Gashira Wipeout, and Marked Man.

GIVEUSATANK - Spawns a Rhino nearby. The game treats Rhinos made in this way differently from any other vehicle in the game. It almost never forgets them even when you save. If you spawn a lot of them this way, the game will focus so much on them that it will not spawn regular traffic or will at a greatly reduced number. This is referred to as the multiple tank cheat. You can clear the streets this way for missions where you need empty roads like Turismo. Also makes it so that law enforcement has a harder time tracking you due to lack of vehicles. Use BANGBANGBANG to erase the tanks from memory.

GUNSGUNSGUNS - Gives you each weapon in the game. Great when you just feel like goofing off. If you keep typing GUNS, it will count as the full cheat entered starting with the 3rd time. Just in case the normal amount of ammo isn't good enough for you.

IFIWEREARICHMAN - Gives you $250g. Money is almost irrelevant in GTA3, so this is really no big deal.

ILIKEDRESSINGUP - Changes you to another random ped in the game. Using this, you can play as anybody. You just might have to take some time since it is totally random.

ILIKESCOTLAND - Changes the weather to fog level 1.

ILOVESCOTLAND - Changes the weather to fog level 1 and makes it rain.

ITSALLGOINGMAAAD - WARNING: THIS CHEAT IS IRREVERSIBLE. DO NOT SAVE WITH THIS CHEAT ENABLED OR IT ALWAYS WILL BE IN THE GAME. Makes all the peds attack the nearest person. Pretty funny to watch and challenging to try to play the game through with. For added fun, also use WEAPONSFORALL.

MADWEATHER - Makes the time of day fly by. Useful for getting to times when Marty or Joey are available or to jump start Sayonara Salvatore.

MOREPOLICEPLEASE - Raises your wanted level by 2 stars. Cannot exceed limitations of 4 stars on Portland, 5 in Staunton, and 6 in SSV. Can be useful if you want to ensnare an FBI Car, Rhino, or Barracks OL.

NOBODYLIKESME - WARNING: THIS CHEAT IS IRREVERSIBLE. DO NOT SAVE WITH THIS CHEAT ENABLED OR IT ALWAYS WILL BE IN THE GAME. Makes all peds want to kill you. Useless cheat unless you're looking for a way to make the game a LOT more challengin.

NOPOLICEPLEASE - Resets your wanted level to 0. Very handy code indeed. Cannot be used to override mandatory wanted level in Decoy.

PEASOUP - Sets the weather to fog level 3.

SKINCANCERFORME - Resets wether to sunny and clear. Very useful if you're on a driving mission and it starts raining.

TIMEFLIESWHENYOU - Speeds up the game speed. This is not cumulative like in the PS2 version. Nor is it reversible until you load after a save.

TURTOISE - Sets your armor level to 100. Almost as useful as GESUNDHEIT. It is rumored that if you have the 1.1 patch installed that the code becomes TORTOISE. I've tried this and have not seen it work.

WEAPONSFORALL - Gives all peds weapons. If you then kill them, you can just take their weapons. Can make the game interesting.

I want to add one additional comment: I picked up a current newstand mag; Cheater's Handbook PS2 codes for 2004.
This is put out by PSM which I think others have commented about before here, Seems I've found R1 listed here was printed as a LEFT arrow/directional in the magazine. This causes problems over regular (<-) directionals when needed.

I wrote them into my copy from here as I was trying to no avail to test some.
Seems any newstand magazines with errors like this can cause many headaches and problems for the countless purchasers.

I, myself, would have done well to have read more of the already covered subjects...time doesn't always allot.

Do you enter these codes at any time during gameplay or is there a better way (in the case of flubbing the entry and starting over or avoiding a wrong move)? Also, with BP/EP/FP vehicles during missions, if you flip them over, won't they still blow up? Can't you drive to a garage and then push the vehicle in w/o flipping?

The cheats can be entered anytime. If you go to the pause menu, you can enter them in uninterrupted. A vehicle with special immunities will always blow up within a few seconds. Yes pushing the corpse into one of YOUR garages will salvage it; you have to utilize that technique to capture half of them as it is

After you get the Securicar durring Van Heist drive it to your Portland save house. Park it in your garage and hit it with another car until it blows up. Or drive it to the beach and slowly back it in the water until it floats for a second and fails the mission and then take it to your save house. You fail the mission but get a bulletproof transport for up to 4 people.

The Cheetah from Turismo
*bulletproof
* fireproof
* explosion-proof
Be sure that there are no cars stored at your Portland save house. Start the mission from El Burro called "Turismo" go to the start line in a large truck. (I find a Barracks OL perfect for the job) Instead of starting the race from the blue blip Head in the opposite direction and hit one of your fellow racers on your way past them in the other direction. Drive back to the opening to your save house and park so that you block the road right in front of your alley. The other racers should come along going the wrong way on a one way road at about 100 seconds into the race. Force at least one of them into the alley of your save house. With any luck you will get him to drive right into your garage but you may have to flip his car upside down...at any rate if the car goes in the garage it becomes yours...You may have to push it in...but thats one easy fast bulletproof car...and renewable because the "Turismo" mission is always there. I recomend getting this car after you get the Bobcat on Staunton Island for storage purposes.

You can also use a Rhino instead of the Barracks OL and simply run into one of the Cheetahs blowing it up. Then push the wreckage into the garage and wait for the race to end before letting the door close.

The Stretch from Salvatore's Called a Meeting
*indestructible unless flipped upside down
This requires cheats. Even if you don't like to use cheats I recomend letting go of your morals just long enough to get this car...It's awesome. After accepting the mission from Tony drive to Joeys Garage. Instead of going to the blue blip park your car around the corner as close to the garage as you can get it. (note that if you go to the blip and end up in the Strech it is merely a black Strech with no special abilities) Now enter the "Speed Up Time" cheat (triangle, up, right, down, square, L1, L2). Run between your car and the building and eventually you'll find yourself in a laong room inside the garage. Enter the "Slow Down Time" cheat (triangle, up, right, down, square, R1, R2). Go to either end of the room and walk trough the inside wall. You should find yourself in the garage area that you see when you take missions for Joey. The Strech is parked in there. Jump in and back straight up. The car will flip through a strange area and land on its wheels behind the garage. Get the car equiped with a bomb from 8-Ball. Drive to the bridge and enter the Dodo cheat (right, R2, circle, R1, L2, down, L1, R1). Get a running start and use the cars flying ability to fly across the gap in the bridge. Now enter the Dodo cheat again to remove it. Take your car to either your garage in Staunton Island or Shoreside Vale and park in the garage. Now activate the bomb and get out. After the car blows up allow the garage door to close and the car will be restored and you will have failed the mission. You can get as many as you like but you will always fail the mission when you get one. I like to have three of them. Another forum claims that you can't save the Strech in the garage at Portland but it's not true. You have to park the car at an angle and then get in another car so the garage door will close before you save.

You can also fail the mission by backing the Strech slightly into the water at the beach...just far enough that a wave causes it to float for a second. Then drive out really fast and you can skip the bomb.

The Trashmaster from Blow Fish

* fireproof
*explosion-proof
You need to be able to keep the Trashmaster with you through "Final Requests" and leave it at the dock below the bridge. In which case you can retrieve it before saving after "Final Requests" and take it to your save house on Staunton Island. You should wait as long as possible before accepting the Blow Fish mission so that you have only to keep the Trashmaster for the last two missions for Salvatore and for the time when yopu actually finish this mission. Accept the mission Blow Fish from Tony. Then drive down to 8 Balls and pick up the Trashmaster. It's rigged to blow so you'll have to drive somewhat safely. Follow the blip on the map until you get to the Supa Save. Turn in and keep to the right. Follow the alley to the grass area and turn right. You should be at the beach. Now turn the Trashmaster so you can back it into the water. Watch from one of your side views and slowly back into the water until a wave causes the Trashmaster to float for a second. As soon as you see the Mission Failed notice hit the gas and drive forward out of the water. Take the Trashmaster to the Pay and Spray and it should disarm the Bomb. Now go back and accept the Blow Fish mission again. Drive YOUR Trashmaster to 8 Balls to pick up the new Trashmaster. Drive the new Trashmaster to the Fish Factory and blow it up. Now that the mission is over RUN ,don't drive, run back to 8 Balls where the Trashmaster that you got before is still waiting for you. Just two more missions before you can save. Durring Bomb da Base park the Trashmaster as close to the Cartel Cruisers as you can then lure the two Cartel guys to the stairway to the roof where you shoot from. They will keep trying to get you and not notice when 8-Ball slips by. After killing all the Cartel guys on the ship using the sniper rifle jump off the roof and get into the Trashmaster while 8-Ball finishes the job. Then all that's left is Final Requests. For that mission just drive directly to the dock and meet Maria. You can go by way of the Pay and Spray if you want to repair any damage that may have happened in the previous mission. After the mission ends and you are at Azukas place run down to the dock and grab the Speeder. Take it back to the dock where you left the Trashmaster and it will be there waiting for you. Now the bridge has been repaired so you can just drive the Trashmaster to your hideout on Staunton Island and save it in the garage there.

Alternatively you can put the Trashmaster away as soon as you get it by using the Dodo cheat (right, R2, circle, R1, L2, down, L1, R1). You can fly the Trashmaster to Staunton Island after failing the mission and save the Trashmaster in that garage. I don't recomend this method because the Trashmaster flys like a brick and nine times outa ten you'll end up in the water below the bridge.

The Barracks OL from Arms Shortage
*bulletproof
Durring the mission "Arms Shortage" Phil needs help defending his yard from the Columbians. Go to the yard and start the mission. Once the mission starts the bulletproof Barracks OL in the yard becomes unlocked. Take this truck to your hideout on Staunton Island and stash it in the garage. Now go back and kill the Columbians. Notice that there is another Barracks OL in the yard now but this one is not bulletproof. You can get multiple bulletproof Barracks OLs by failing the mission and starting over again. However you will only ever have room for two of them in your garages.

The Bobcat from Evidence Dash (bulletproof, fireproof, explosion-proof)
Durring the mission "Evidence Dash" You chase a Bobcat and knock documents out of it. Cause the bobcat to flip over and you will get a notice that that truck was a decoy but instead of going to the next truck push this truck back to your save house in Staunton Island. Get it into the garage and it's yours...Not an easy task when you have two or three stars in your wanted level...This one took me a long time to get. A Bobcat is pretty easy to flip over but as soon as you hit this one you get a wanted level. I got it by forcing it into the alley of my save house on Staunton Island using a Barracks OL. I eventually got it to flip over and brought down my wanted level with the police bribes in the alley. then I had to push it all the way into the garage. I had to drive one of my special cars (the Bulletproof Barracks OL) and leave another special car outside the garage in the alleyway so that the door to the garage would open to push the Bobcat in. Once it was in I could then force the other two cars back into the garage and save the game but the cars have to be arranged just right to fit all four in at the same time. It took several hours for me to get this to work right but indeed I got the damned thing in the end. This one is not a car for the impatient.

Using cheats you can get this car more easily. Start the mission. Spawn a Rhino to use for the mission. Pull your Barracks OL out of the Staunton garage and park in a corner inside your alley out of the way (it will stay there for the rest of the mission) Now get back into the Rhino and chase down the Bobcat. Run into the Bobcat and it explodes. You pass the mission and then you just have to push the Bobcats wreckage back to your garage and push it in. This is all very easy with the Rhino. Let the door close to the garage and get out of your Rhino. Park the Bobcat as close to the Trashmaster as you can. Then back your Barracks OL back in beside the other two cars. It may bang them up a bit but that's ok because they are in the garage. Get out of the Barracks OL and let the garage door close. When the door opens again you'll find that the cars are repaired and straightened out in the garage.

The Patriot from Marked Man

This is the Patriot that you get access to at the end of "Marked Man". It is in a lock-up with a bunch of weapons. After you get Ray to the Airport he gives you the key to the lockup. The lockup is near the Calahan Bridge on Staunton Island.

for package 49, you have to stand on the middle beam of the bridge when it goes up, the package will fall to your height, just a bit of advice

Edit: Rare cars/ special cars. So you know how many there are and which missions you get them on, this may be of no use to you but just a bit of help

Special cars:

Bp Securicar (1st securicar mission)

Ep Securicar (2nd securicar mission)

Bp/Ep/Fp Cheetah - 1st payphone mission - blow up a cheetah on the start line, then use a car to push it to your hideout but DON'T let it out of sight, if you do, it disappears completely. Put it in your hideout and respawn it.

Bp/Fp/Ep trashmaster - Blowfish - First put on the flying cheat (dodo car) on before getting in the trashmaster. Then drive the trashmaster to the beach behind salvatore's place, find a small slope on the beach, and reverse the trashmater SLOWLY into the water till the bomb timer stops, then drive to the callahan bridge. Drive head on at the broken bridge, you will drop sharply then will pull up, it won't reach staunton just by itself so pull up SLIGHTLY and hope you land on your wheels at staunton docks. Drive to your empty garage and put it in, then arm the bomb and let it respawn.

Bp/Fp/ Ep Bobcat - evidence dash - blow it up then push it to your hideout

everything proof limo - Salvatore's called a meeting - before standing in the marker to get joey and the limo, park a car beside joey's garage just about an inch away from the side wall. Enter the speed up game cheat, run between the car and the wall, and you will enter the garage, get in the limo by yourself and reverse into blue hell. You will land beside joey's garage, fly the limo over to staunton and blow it up in your garage and let it respawn.

Bp patriot - complete 'marked man' from ray

Rare cars. All these methods i have tried and they have worked every time guaranteed.

Flatbed- 'borrow' a barracks ol from phil's place, drive it round aspatria/rockford, takes 10 - 15 secs to appear at the most.

Limo- Drive a cheetah or infernus around torrington, near kenji's casino.

Cheetah- Either on portland when you take misty to the party at atlantic quays, take the cheetah and drive it to your garage then complete the mission. Or drive a banshee around catalina's house

Infernus- Porter project tunnel between staunton and shoreside, or round the airport area.

Mr. Whoopee- Drive a moonbeam around cedar grove or do the fire fighter missions, between fire 15-25 most of the time (90%) it will appear.

These ones i'm not too sure on

Trashmaster- Nick it from blow fish or just drive a big vehicle (Coach, patriot, pony, rumpo, yankee, linerunner) around chinatown, this works 50/50 depending on the size of your vehicle, the bigger the better, i recommend driving the coach.

Bus- Drive a barracks ol from phil's or a flatbed round rockford/ Aspatria, this is quit difficult to get.

This wasn't in the previous posts, so I'm adding it. There is another one time only special vehicle. The Esperanto in the mission "Two-Faced Tanner" is dent proof. If it is saved it returns to normal. To get it perform a drive-by at Tanner until he gets out of the vehicle. When he gets out get in the Esperanto and then kill him. You need to kill him after you obtain the car because it can disappear after he dies.

I know it was said u cant fly Helicopters but...
I heard there was a Heli cheat that let u fly the helicopter on top of the Casino...or some crap like that...
Some of my friends said they found this cheat before...
Now are they just bullsh*ting with me(If they are they are so DEAD)
