Those chases were thrilling despite a lack of consequences. You know why? Because the police seemed like real police. They used road blocks, they used pursuit maneuvers, they reported in every time I wrecked one of their cars. Look at need for speed most wanted, and midnight club LA. Those all had pretty cool chases. Plus, when you get caught, there already are consequences. You lose some money and all of your weapons, which isn't much of a consequence for cheaters, but for those who don't use cheats it's pretty serious. I think the punishment is perfectly adequate. Especially if you stumbled upon a particularly fun area, but you haven't got it down on the map yet, so you have to rely on stumbling upon it through sheer luck once more.

How many times did you get busted in IV? | Once or twice. But that speaks more to a problem of the police not being good enough drivers or fast enough on foot to ever have a chance of catching you on a one star wanted level. Certainly not an issue of the punishment not being severe enough.
