So the FCR900 is awarded for all silver at bike school. Didn't get it. Spawns in Downtown LS and Downtown San Fierro but I'm not there and I've got a 4 star wanted level right now. Can someone provide some assistance please?

According to GTA Wikia Fcr 900 can be found in downtown LS too, but it's quite rare I think. But keep searching maybe you'll find one . Also if you don't mind using cheats you can spawn one with "Ninja Theme" cheat, but I would rather search through LS .
