The question is, for me, why would you need a downgrade for
GTA III
?
The answer: there is no such a patch. None that I've heard of, at least.

i have version 1.3.1 and with this version rockstar made the game uneditable, only 1.3.0 is modable.

So it's all about modding, huh? Well, I guess you should get your hands on Version 1.0 or Version 1.1 game in that case.
Never hear of Version 1.3, only 1.1. Man!
