Does anyone know what's the music that plays at the beginning of the game, on the Vice City Docks?

Not sure, it sounds kind of Jan Hammer-esque but I think it's just music that Rockstar made themselves.

You would be better of contacting them and asking them directly if they would be willing to pull the original audio file and send it to you in mp3

I hardly believe they would consider doing that. Much less for free.
