You should always keep your operating system updated, regardless of whether your having problems or not. I agree with their hypothesis. You have a program running in the background that wants to be the top priority. Open Windows Task Manager and look for any running processes/services that you don't think are critical to the operating system running properly, as you go along, you'll narrow things down a bit. If this fails and you close a process or service that then creates performance and stability issues, you can always reboot. That's my suggestion.
