I definately go for Rascalov.Betraying piece of sh*t.He is the ultimate betrayal machine.
Billy and diego mendez were also annoying.

Out of all the main antagonist, I would go for Dimitri Rascalov. Certainly he betrayed his friends just for his own survival, money and power. I will never forget his devilish quote to Niko Bellic upon his betrayal: "But you messed up and left a lot of debt. You left a good friend of mine out of pocket, big time.".

Tenpenny definitely, he just makes life difficult for you throughout the game.
I saw a film with the guy who voices Tenpenny as a protagonist and I just couldn't take him seriously because of that voice.

I don't think any of these people can be called evil. They just don't feel remorse, but when I think of evil I think of Michael Myers or some serial killers who kill and rape and find pleasure in it.

Also, why does everyone think Dimitri voluntarily betrayed Mikhail Faustin? Kenny Petrovic demanded that Faustin be killed in order to avenge his son, and Dimitri complied because otherwise a war would break out and Kenny's family was stronger. Later he backstabs people several times but none of those people are his friends.

Well, if we're not going by story alone, then I'd say the protagonist in every game. What good person would run over countless pedestrians? But even in the story you're still killing lots of gangsters who could just be impressionable youngsters or they could also have families.

I don't give a sh*t though, I just want to kill stuff.

Actually, Big Smoke works for him. A little too passive but anyways. I voted for Dimitri. That's because of Deal ending. A dickhead to the end, can't be reliable. Killed his friends and business partner. Tried to destroy Niko's life just because some sh*thead said to do so. Even Darko was a better antagonist. He's the worst. Good riddance from the GTA Universe.
