I've got a little problem here.
I loaded a save file that I had created just after the mission N.O.E., then I spent all my cash gambling at the Four Dragons Casino and borrowed money from there. I continued playing SA(obviously without reloading) for ~10 minutes while staying in debt. However, the guards in the casino never turned hostile to me because of this, nor did I get any warning phone calls. This doesn't seem normal. My money was $-100, which is certainly the limit for my poor gambling skill, because once I owed the casino $100, I couldn't do any more gambling there.

Try doing that in one of the Mafia Casinos and see what happens.

I haven't tried this before, what happens if hitmen kill CJ? Will they try to kill him until he will have enough money? Also are they hunting him over whole San Andreas?

This seems to be a bit incomplete. CJ must be in LV or the Mafia guys won't come after him. Also, CJ cannot have a (high? > 2 stars IIRC) wanted level. It's pretty difficult to get them to appear if LV is still restricted, but it is possible near that Jetmax dock with an armor.

The UFO Curse was added to the Chain Game saves to make it easy to trigger the Debt script. It shouldn't be hard to find the curse if you look through the available save documentation. When the curse is triggered CJ usually goes massively into debt and chain game players then have the challenge of paying off the debt or struggling to get enough food and being unable to use pay'n'sprays. To keep the game from bogging down completely it's best to avoid the curse until after Verdant Meadows and the LV properties have been purchased.

If CJ owes more than he can borrow (because of mods or trainers) then be sure to stay away from the Wheel O' Fortune game or CJ's wallet goes totally nuts (kind of fun to watch but please don't save that way for the Chain Game).

I've tried at Caligula's and it worked fine, but for this I had to increase my gambling skill a lot, then force the debt to reach $100,000.

One more question: are there any other usable casinos apart from The Four Dragons and Caligula's?

You must be in Las Venturas+ without 2+wanted level. Higher than 2 stars will not work.

I came out of the casino when I had -90000 or so..& therefore I was in LV & I was without wanted stars still no one dared to kill me ??Is it because of my Criminal Rating ??(KoSa)I think that shouldn't be a cause..??

Anyways how much time they take to call or kill me ??

You should get one call as a warning, then next call casino owner will call you that he sent hitmen to kill you and later they should appear. But I don't know how much time does it take to get a call, sorry.

Is it normal to have punks chasing you? After hearing all this stories about "debt", "hitmen", "gangsters" I was a bit disappointing when a couple of punks with what appeared to be red mohawks and leather jackets with stickers on them arrived, making them look more like 2 cocks (the original meaning of this noble word) rather than mafia!

Do you have a earlier save game before you gambled the maybe maybe if you try it again it will give you that glitch. Once I had a similar problem with the Tags in Los Santos that since I got them all before the first mission when I did the tagging up turf mission it didn't give me the guns in CJ's house, then I did the mission again and it simply worked.

BTW I don't know if anyone else found this but you can also activate this if you're near the water in Hampton Barns, next to the area you can jump with the NRG500 to Las Venturas, they even attack you sometimes in that side thus making it possible to get earlier in the game, and since it has a Unique Color#2 it's a nice way to make it EP/FP with Gray Imports.

If you have borrowed the maximum lending amount you will get a warning call first. Eventually he will be called again and told that people will be meeting him to discuss the debt. After this a gang of hitmen will arrive and attack the player, and random attacks like this will persist until you pay off the debt.

Still doesn't work try gambling again and see what happens

Use gtasnp and post your save file. Perhaps it can be looked at.

You might have something here because for every +5000$ you win you get +1 criminal rating so maybe it's not actually the money value that triggers this feature but it might have something to do also with your criminal rating. Although you can't have a negative criminal rating triggering this might have something to do with both variables, but to be sure someone would have to look into the coding of the game to see this.
