What do you mean with the second video?
Anyway, where have you got the game from? Have you tried removing the gta_vc.set file located in the Vice City User Files folder?

If that doesn't work, try this:
Uninstall the game. Go through your PC and make sure that the Vice City game directory is gone, and make to delete your Vice City User Files in My Documents. Install the game and see what happens.

Have you tried putting the game in Windows 98 Compatibility mode or any other compatibility mode?
This may be for Windows 7, but I believe it works for Vista too - have you tried turning off Data Execution Prevention?
System screen (windows key+pause / break) -->Advanced System Settings --> Performance Settings --> Data Execution Prevention click add, the add gta_vc.exe.

Have you looked through the "Vista" thread?? http://www.gtaforums.com/index.php?showtopic=294498

Odd that it worked ok before-- have you changed anything?? Installed something that might be conflicting with it?? Maybe do a system restore to when it worked.

Have you tried disabling/ending non essential tasks?? Including anti virus software..

You probably should post your PC specs-- video card, processor and speed, RAM, VRAM if applicable, etc..
