I am so confused. So sometimes I hit a player with a car, but the next 1/4 of a second while this player is above my car he disappears, then I look back and I see him running happily like nothing happened.

I know this is lag but it is so weird. What does he see? That I missed him for like 1inch?

Happens a lot, yes. It's lag. They see you driving past them, yes. Them flying around for 1/4 of a second is just what your game "thinks" is happening, but then "realizes" what actually happened. At least that's what I've been told.

You need to know that what you see on your screen is not always the same what others see, on his screen you just missed him a bit becouse of delay

Yep, you pretty much answered your own question.
Not only that, but each player sees different text on screen when someone dies.
Because of lag and other things, everyone has a slightly different experience.

'Lol Steamrolled Player' or
'BigSmoke Clipped CJ'

You probably saw 'Shot' while he saw 'Clipped'
