I asked Hellya2011 about it, and no. SA has limits on shadow-mesh, and it would require some limits to be hacked.

shadowmesh has no limits, the limits for shadowmesh come from the self engine by this i mean, SA is too old to support stencil shadows from every single object
SA uses shadow mesh only for; -Vehicles -bridges -Lamposts -vegetation
Now, IV meshes are alot more complex, which require a more complex shadow mesh...i tried making every single building and stuff shadow mesh but the game was running on 1-5 fps, its impossible for SA engine to load such amount of shadow meshes

Really? I thought conversions from GTA IV from an old game wasn't aloud, But anywho good luck on the project, hopefully this topic doesn't close also don't you think the roller coaster will be abit buggy to convert?

Not exactly, i've even attempted, but the colision was fine, it was just the model and texture itself, not very good.
thanks for creating such nice mod but, I still can't understand what you mean. are you going to convert only liberty city map and some buildings? I know SA can't follow 4 scale exactly same. what's your final goal? only map and buildings?

the goal is convert the whole IV & EFLC map into SA with all interiors.and for the mission,maybe someone will create it using DYOM
