Looking at the picture posted above, I think they were in SA? Not represented really as a canal but there was an area just north of the beach in LS, around the Burger-Shot where you could find a Vortex? It was like a tiny canal with orange stone walls that ran under a small bridge before going out in the sea? I could just be imagining things but maybe that was supposed to be a small representation of them in III-era LS.

No. As much as I'd love it, it's highly unlikely. LS is a way too condensed version of LA(yeah very disappointing R*, I love the country, but don't f*cking make the city too small for it) to even have a Venice-like town any bigger than, what, Lancaster, Algonquin(not that big).

Yeah, that area distinctly had the feel of the Venice canal, if not the exact look. Was amazing looking at the houses right down by the canal.

We already know Venice is parodied in V as Vespucci Beach, so I see no reason why at least 1-2 canals wouldn't be featured. LS is condensed, but R* tries to keep in as many points of interest as possible, and the above photo shows that the Venice canals qualify.
