Hmm, do you have any mods installed? Where have you got the game from? Are you playing with the DVD in the drive? Try removing the gta_sa.set file located in the San Andreas User Files folder.

The way you said it, it looks more like an illegal copy (what they call a RIP version with most of the audio gone) of the game because you don't have to add cutscenes audio since they are already in the game files.

Well, that's just my opinion.

Since you've modded the game:
The San Andreas Forum is for UN-modded games. What we recommend is to get rid of all Mods.
Play the game with a CLEAN install from your DVD.
And, play with the DVD in the Drive.
If you don't have a problem with game play you don't have a problem.
You may then install your mods ONE at a time playing the game to be sure it still works.
Then, you may install the next mod. Repeat.
When you get to the mod that screws the game don't use it
OR go to the Modding Forums for help.
Be careful to post in the correct forum topic, as they can get persnickety about that.

We need to know the size of your audio folder located in C:\Program Files\Rockstar Games\GTA San Andreas\ folder.

Okay do this;
1. Uninstall the game and delete all leftover files, if any.
2. Delete the gta_sa.set file from the User Files folder.
3. Reinstall the game using the disc. During installation, you'll be asked to choose Install type. Make sure you select the "Play Radio Stations from Hard Drive" option and then proceed.

Run the game now and come back to us with your observations.

http://www.gtaforums.com/index.php?showtopic=523279&hl= Doesn’t want to reinstall because of mods.
It appears the game is heavily modded, as well as evasive regarding legitimacy of the game.
