I tried with sanny, bw mission builder, but no luck. It's impossible to load it. It's a modded scm which came with LC to Vice city mod. Is it really impossible to edit?

Decompiled without problems here, are you sure that you selected Vice City in the bottom right box in Sanny Builder?

Okay thanks, your suggestion worked , but it was WIN7's problem of trying to load a corrupted file with a lock on the scm icon. Compatibility files........

if you mean creating exactly same another garage at diff position then it need to deal with some hard coded stuff,
