What if you were randomly passing by a church and you come in and there is a wedding going on? Maybe you could cause a mayhem with dynamites.

Other thing is funerals, when you kill someone, after 1 or 2 days you pass by a cemetery and you see a funeral going on? That would be cool to cause mayhem (to the priest) too...

You kill literal hundred and hundreds of people, sometimes at a time! All of these topics about events occurring after a killing, CSI, roads boarded off and funerals will all just be impractical.

Also include those birthday parties and other events where people gather. So the city will feel more alive as only certain places become more populated than the others.

It would only be practical to have funerals for certain characters within the game like in GTA IV after you choose whether to kill Francis Mcreary or his older brother.

Yeah, then it would be appropriate.

You would kill too many regular people for each one of them to have a funeral. There would not be much point in it really.
