I voted no, while they might exist being a 1% kinda thing I don't think they would have any visibility or dealings with main gang activity. Who would really deal with Neo Nazis anyway... maybe if GTA moves out into some well known southern states with classic racism... you know with pick up trucks with confederate flags in the back window... but in a reimagined Southern California I don't see it jiving with the story line.
I'm sticking with my prediction of pot growing and dispensaries being one of the mission canons, but not so much nazis.

Yes, i would like to see white supremacist gangs. This IS GTA after all, isn't it? Offending people should NOT stop Rockstar from putting anything in the game. They DO exist, so it's not outrageous to have them in the game. If we can kill anonymous padestrians who are minding their own business, then we can CERTAINLY kill some white supremacists.

Sure, I think it'd be interesting to have them. They had racist bikers in TLAD and VCS, maybe shake it up with lowrider skinheads as you mentioned (though I've never heard of them, I don't doubt there are some out there).
