If this is the PC version, try unplugging the controller and use the Mouse and Keyboard(the way the game was designed and tested to be played) and see if the problem persists...

If PS2, try getting an actual PS2 controller(NOT Generic-"Off-brand" one)-they are less than $10 now a days, so they are dirt cheap...See if that helps...

Also, If PC is this the ORIGINAL CD version OR a Downloaded version?
If Downloaded, from where?
If Retail, Is this the Original CD being used OR A No-CD crack OR A Copy of said CD being used?
Any Mods/trainers?

It's nice that you want to help, but half of your questions wasn't needed as it was clearly visible that guy was playing on PS2.

About the problem; getting original controler (to check) could help, but generic one also should work. The right analog stick may be stuck in left position (try to move it from left to right couple of times). My original pad sometimes is doing something like this, but with left stick. Another issue maybe fault connection with console like missing pin, patined pin or fault controler cable.

I didn't see the video(also he never mentioned the platform)...

After looking at the video, it appears to be a faulty controller...Get a new controller(an official PS2 one-NOT a off brand "Generic" one)...and see if the problem persists, as this problem can occur with non-official controllers(I had the same thing happen to me with a logitec controller)...Like I said, PS2 controllers are less than $10 now a days, so that is a cheap fix....
