Your video card is below minimum for the game, as Intel cards are not supported by this game...The MINIMUM card is an Nvidia 7900/ATI X1900 or better.... The Problem you have is that Intel cards are Integrated(have shared vram-shared with the system ram) and plus I have never seen an Intel card that has more than 128MB of dedicated vram(which is below the minimum too)...No offence, but if you had read the Pinned "Can I run it.." thread AND the box the game came in, you would have seen that your video card does not meet minimum for the game... Depending on if you have a desktop or laptop would depend on if you can upgrade, as desktop cards can be upgraded whereas laptop cards CANNOT be upgraded as they are soldered in... You can play III, VC, and SA quite well, but IV is a no go...If you want to play a Liberty City game on that card, just play GTA III, it is also Liberty City and would run a lot better than IV...Just a heads up.

Those specs are not very promising, but are definitively not at the heart of this problem. R* managed to f*ck up OS detection in a very serious way and I haven't seen that fixed to this day (anything past compatibility modes, that is.) We can check some things, even though I'm quite sure I know what your answers are going to be. Do you know how to use regedit? Press "win key+R", input "regedit" in the command prompt and press enter. DO NOT EDIT ANYTHING IN REGEDIT. Can't stress this enough. Browse to the following keys Key | CODE | | HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion |
