I know that there's an opcode for this in SA (0619) but I need it for VC. I remmember that a long time ago I was having some trainer (Light Joe I think) that could turn off the players collision (like 0619 does in SA). I want to make this happen on the actor inputed in CLEO scrypt. Is it possible?

Try to experiment with CEntity flags, it must be there.

You mean the addresses, I'm not so good with them. Is there some opcode maybe?

Yes there is, for SA. Rockstar obviously didn't need the opcode until then.

Out of curiosity, what did they need it for? Which mission/script is it used in?

So the mem addresses are the only way? In that case can you tell me what's a CEntity flag and where can I learn about it?

It appears to be used in Ryder and Smoke missions, and the most instances are present inside pool script. The other instances look mostly like dummy actors.
