There definitively needs to be a pony reference somewhere. Maybe a in-game TV show or commercial for My Little Horise: Friendship is Tragic? A bunch of melancholic ponies getting into funny situations. Or something smaller and less obvious. Def needs to be in there anyhow.

There should be a picture of a stick figure with a badly drawn rat's head in the subway as a reference to the myth, too.

-To start with put an GSF tag somewhere in the Los Santos River. Then have a call-in talk radio program where someone mentions that. Then have them mention other things they have seen which is not in the game.

-Billboard for a Pet Grooming Service that says "A sleeping dog stinks"

-Billboard for a septic service that says "Have to answer a call of doody and left with a bunch of crap"
