I have done the glitch to gain more territory but gang members do not appear. Is there anyway to make the gang members appear in the new areas so I can provoke a gang war? If not is there a way to change all of the map to Grove Street Family territory?

If you are talking about the flying off the map glitch, that only works on the original san andreas cd (2004 version). That glitch does not work on the special edition, greatest hits, or trilogy cds.

The other way requires a ps2 cheat device: ar max, game shark, code breakers. If you have one of those check ric-013 cheat device topic for the different gang turf codes.

I have the 2004 original disc, I've done the glitch but no enemies appear in the rural terrotories so I'm wondering if there is a way to get the enemies to appear

There is no way for any gang members to appear in certain areas besides using a cheating device like armax etc.. these areas are mostly rural turfs, but there are several territories outside cities where gang members may appear for example:

Bayside, Bayside Marina, Octane Springs (only weekends), Quarry (only weekends)

I recommend you use the Territory Glitch that uses (ARMAX/CB/GS). But if you don't have a code/cheat disc then use the SATCHEL CHARGE(C4) GLITCH.

I don't recommend you to fly way off the map, the density is weak and you only get one wave of attack; plus weird peds/drug dealers appear in places you usually don't them.
