Game goes from 5-15 fps to 30-50 fps randomly

Ur Girlfriend's Taco Group: Members Joined: Feb 14, 2009	So I was playing GTA Vice City on my Acer Aspire R3700 : Intel atom D525 @ 2 cores 1.80ghz and NVidia Ion GPU (an HTPC), at a resolution of 2880x1620 to take some pretty pictures to be scaled down and as I'm playing at an unplayable framrate, it randomly sky rockets to an amazing framerate of 30-50 fps continuously and could probably go on for hours. The framerate goes back to 5-15 fps if i go to the menu and back into the game. I've read that the nvidia ION gpu it has has the ability to do some tasks the CPU does to give amazing results. Is that why?
