I read this in a weekly newspaper
Officials have come up with some radicals ideas, such as moving the capital to the sparsely poplulated frozen wastes of Siberia or Russia's Far East. Though, President Vladmir has not yet announced his views on the matter and could yet veto any move. But nothing can be ruled out in a country that has moved its capital before, the last time less than century ago.
Sergei Shoigu, the Governor of the Moscow Region has said

Academic Sergei Karaganov says

I still can't figure out the reason behind shifting the capital. But, I think, having a capital close to Asia would result in a Global Geopolitical shift in power.
