If I had to put them all in order probably:
1. Los Santos 2. Las Venturas 3. Liberty City (IV) 4. Liberty City (III) 5. Vice City 6. San Fierro
But seriously, the top 4 are all really close together.

You have to consider that GTA III was Rockstar's first 3D open-world game. Yes, the did release Max Payne earlier, but that game world was not as vast as what GTA III had to offer.
Back then they didn't have much experience with such games, so they were trying their best. Of course, some things they did may seem weird - like with Ghost Town. But this game was only their beginning. | If i'm right Rockstar had nothing to do with Max Payne 1. The second, on the other hand...
