Any popcycle.dat editors other than Needle IV?

Rat Group: Members Joined: Jun 13, 2005	Are there any other popcycle.dat editors other than the one bundled with Needle IV? Something with more functionality perhaps? Needle's popcycle editor has a 'set all' feature that allows you to edit the percentage of a particular ped or vehicle type for all the neighbourhoods on the fly, but I'd like something that would allow me to 'set all' for just the neighbourhood I've selected rather than every neighbourhood in game.
