Getting a new dell laptop....i want to be able to run the game in the highest settings possible (graphics and speed) so the game runs flawlessly, and so I can mod the game with HQ car mods.
Would this one be good? I am no computer genius, so I wouldn't know. All I know is it should be a fast laptop, and have a great graphics card...

Anything with Intel HD graphics on it is crap when it comes to gaming. You might be able to run San Andreas flawlessly but if you're into modding heavily, your performance will suffer.

I'd advise you to go for something with a Nvidia or ATi video card on board.
