Are you sure you didn't read it wrong? There's no cheat that gives you infinite time in any of the missions.
It does help to get as much bike skill as you can before attempting the NRG Challenge or BMX Challenge, but if you're into cheats (soundalike you are) then don't hesitate to use the 'Full Vehicle Stats' cheat which automatically gives you full stats for Cars, Bikes and Planes.

I deeply resent the implication by Orion_SR, important and esteemed collaborator on Glenster's Go On, San Andreas, Mission Select Save Games, that he would only be involved in a project with someone that would reveal exploits to the degree indicated.
