Tenpenny was good, but IMO he wouldn't be as popular if he wasn't voiced by Samuel L Jackson. Dimitri's character wasn't clouded by a famous Hollywood star. Hell sometimes Tenpenny just feels like a video game version of Jackson himself. What makes Dimitri so awesome is his character isn't held back at all. I still don't know who voiced him, but he done a great job creating such a manipulative prick whereas Tenpenny had a pre-concieved notion because Jackson typically plays a hard ass role. Though Tenpenny was more "straightforward" in how he exploited the protagonist, it was much more effective in my opinion.

What I meant with Dimitri is how he manipulated Niko into trusting him. Tenpenny was more or less a bully that CJ couldn't touch because of his status as a cop.
