It could have something to do with that but it's a bit unlikely. I think there are similarities between the two games because they are based off the same cities for the most part.

Chances are it was me saying this. I usually use it as an argument regarding the different GTA Eras.

It's meant to be referencing the downfall of the Leone Family Mafia. Although hey are in separate GTA universes, it is supposed to represent the fact that the Leone family are over and won't be returning in a future game. It is similar to the street graffiti that says "R.I.P Claude, Tommy, Carl, Toni and Vic", as these characters didn't actually die (except for Vic who actually did die in VC), it is just referring to the fact that all the future games will be in different universes to the GTA 3 era, and that these characters won't be returning.

That's not so much of a spoiler really. He dies right as you start the game, in the second cutscene.
