 Problem with EFLC textures

Basically, all of my game's shadow/sunglasses textures have a nasty film grain/stipple effect.
In fact, now that I think about it, it's on trees and other objects as well.
Screenshot as an example;

Is this normal? Surely it can't be.
Is there any way to fix this?
I've tried setting my shadow textures to high to see if it would change anything, but to no avail.
I'm using the steam version of eflc.

Specs:
Nvidia GTS 450 1GB
Intel Core2 Quad
3gb ddr2 ram
Win7 32 bit
Win 7 64 bit (the problem occurs on both)
yadayada blah

Doesn't really look like a big issue, but anyway: do you have any mods installed? Have you tried a complete re-install of the game? Tried using memrestrict or turning VSync off?

What about mirrors? This looks like that corrupt mirror issue, which afaik was GPU driver related. That's probably your best bet for fixing this, change the GPU driver version.

Mirrors seem to work fine.
I suppose I could dig for an earlier Nvidia driver to test things out.

Geforce 301.42 - WHQL (the latest "stable" release)

Yes, I downgraded from 301.42 to 296.10

Thanks for actually taking the time to help though!
Maybe it's something with my GPU itself. /shrugs
Agreed, I'm sure Rockstar will do much better with GTA5.
