 Terrain draw distance bug

I recently bought GTA IV for steam and installed the patch 1.0.4.0 together with the ICenhancer and the ultimate textures mod. It looks great, but my problem is that the terrain detail is really sh*tty only a couple of meters in front of me. Doesn't help if I put the draw distance on 100/100 or 1/100. The terrain stays the same no matter what.

To put it short: buildings and props gain more and more details the higher I scale the view distance, but the terrain stays the same no matter what. I have tried everything, but to no avail. Any help is deeply appreciated.

The problem with mods is that they can make the game act out of the ordinary.
