I've just killed Diaz and got the Vercetti Estate. I saw many gangs in the Estate. If I attack them, they don't do anything to me. Is there any way I can order/use them? Example :

These "gangsters" are useless. They usually hang out around your places doing absolutely nothing except talking and sometimes fending off other gangsters.

That is the Vercetti Gang they will spawn in your areas and will kill your enemies if they enter your territories. Completing 100% in the game will allow you to recruit 3 gangs as body guards. They are pretty useless though.

They are pretty useless if you haven't got your game at 100 %, but thay are tend to battle with other gangs, mostly I see those battles near Printworks.
