Hill Valley problems

Player Hater Group: Members Joined: Jul 23, 2012	So I am trying to install the Hill Valley mod for GTA:VC. I have downloaded all the installers and followed directions to the T, it says it installs correctly and when i open all the files it shows them being in the GTA directory, however when i start the game it just goes into normal vice city and not the mod. Is there a special way to turn mods on in game? I am totally lost because it should be working.
