Why choose that one in particular to ask us about? What is your budget? What is your current spec of your computer to see if it will handle it? I'm presuming GTA:IV since that is the most current game as this is GTAForums, if not clarify what game or games you are wanting to upgrade for?
Also the physical size of the monitor doesn't make a much of a difference. until you get to monitors with go above either 1080 or 1600x1200, then if might a little, so any graphics card would be fine with a 21.5 inch (which would probably be a 1080 HD monitor)

But yes a 600w - 700w PSU would be fine. When choosing your PSU, make sure that it has all the right connectors on which match the components you have.

you will be pleased to know after doing some digging that this is the exact same card i had on my pre-built system i brought from Currys. The system is pretty much the same as yours except i have an I5 3ghz processor. The standard PSU that was running on the system was a 450watt one and i still experienced these hangs you speak of. GTAIV was unplayable for me i think my average FPS was 12FPS. The main problems with the card was the core clock speed. It was low i think it was 525MHZ or there abouts and the DDR3 memory although the memory speed was 800mhz it is bottle-necked by the core clock speed. I did a series of tests and found upping the Core clock speed gave me smoother fps but the card would crash after about 3 seconds of gameplay. That then led me to the ASUS EAH6850 Directcu 1gb DDR5 card. ( http://www.maplin.co.uk/asus-amd-radeon-hd...ics-card-536869 ) £159 It has a core clock of 795mhz and a memory clock of 1000mhz My average fps with GTAIV is now 54fps+ i coupled it with a new 880wattPSU ( http://www.maplin.co.uk/880w-g7-atx-psu-393047 ) £69 as well as a new case Due to the old case had the Graphics card fan basically sitting on bottom of the case.  It's been able to handle every game ive thrown at it apart from DEus ex Human revolution, But i beleive its a coding problem with the game according to the steam forums! And you fell for a trap that many of the bad PSU manufacturers set up. This PSU can't deliver 880W without breaking the ATX spec (which might, and most probably will lead to damaging the PC's components), blowing up, or - in the best case - shutting itself down. Your friend's PSU blew up because it was designed using only the cheapest components, end of story. This wouldn't happend on a good quality PSU even if it had much lower wattage.
