I think that alot of it has to do with local laws . Gta tries to keep the game realistic thats why there where no ammunations in LC . Some states require strippers to have on panties some dont, Some allow touching, some require coverings, here in memphis they can be naked. I think it will depend on what cali laws say on stripper attire .

R* never made the Hot Coffee visible untill a stupid asshole made it visible and even playable for public.

Im sure the reason why the Hot Coffee thing was so bad was because it was a full sex minigame, not just a topless woman. Theres also the fact that it was in an M game and not an AO game. Rockstar did their best to remove it so GTA San Andreas could keep its M rating.

Also, a pair of tits wont make people so upset. If I really wanted to, I could find millions of porngraphic pictures/videos on the internet. So some nudity shouldnt be a big deal.
