I have reach 100& complete in gta san andreas. But when i drive to ballas territory alone not with grove homies, there are some ballas member not attack me. . Why like that? But i have weared green outfit Like grove member. Ballas only attack me when they ask "are you banging man?" and when i shoot them or attack them by myself or with grove homies. Please someone tell me what clothes to make ballas remember me as their enemy ( as a grove gangster ) ?

This happens to me to, do you approach them with a gun? if you do, the reason might be because none of them have any guns. But switch to your fists and they will approach you without any question being ask.
Have you made sure that you have actually taken all Territories? Because there are some really small territories that may spawn a few Ballas in the vicinity eg. Jefferson Motel.
maybe, the ballas gave up when they're boss (big smoke) died

If all the territories are not taken 100% then there will still be enemy turf to be taken. 100% game completion does not automaticly secure all the gang turf.
And it really doesn't. But if you wish to not be attacked by the Ballas when in their hoods, simply take over the hoods through Gang Wars. If you've beaten the game 100% as you said, it shouldn't be so hard, since I suppose you've got full armor and health plus heavyweight weapons.

and I think it is so people are not getting shot whenever entering enemy hoods, gives people a chance to get away - noob friendly would be the term.

Yeah, when you take over all territories you destroy all gangs so you don't have to defend your hoods anymore.

But, you must be sure you actually hold all the territories. check the stats. If they attack and you fail to defend before you get to 100% territories you may have lost influence and neet to retake the zone. All zones should be Green, if you see a grayish/white one you lost it and need to get it back. Check the Stats percentage. Note the percentage only appears in the second coming.
