Is there any technique or method to get coordinates of a random house to create the interior marker? The reason I ask is because I see that the game spawns random peds sitting down at the door steps of homes.

San Andreas? In the Vice City Ultimate Trailer there is an option to read the current coordinates of the player, maybe there is something similar for San Andreas.

This thing with sitting peds is called 2dfx. It spawns a ped at specific offset for model. This offset is determined in 2dfx structure, which could be read from .ide or .dff.
You can read more about it here.

Is there any documentation for SA? Or do I use the III/VC section for SA.
