 Only 30-40 Fps max on my pc.

I'm very sorry if this has been posted before but I have been upgrading my pc lately and it still lags on GTA 4. It goes as low as 19fps during gameplay and only as high as 40. Auto configuring the game sets all my settings to high so I have no idea why it can't run it on lowest settings at 30 fps .

My rig is:
AMD Phenom II X6 1045t 2.7ghz
GIGABYTE AMD Radeon HD6850 1GB
4GB Corsair Vengeance Ram (1x4)

I've watched a lot of videos of people with similar specs pull off framerates of 50+ fps and I can only get 30-40 please help.

It can't be run properly because the game is very unoptimized.
And your PC isn't that powerful for this game, anyway. The CPU core speed could be higher and 6850 is not that great for this game either.

If you have installed the latest patch, lower the shadow quality, kill the night shadows, lower the view distance and set texture detail to high, that usually helped me with performance.

Try these tips. (Will give you +5 FPS)
Also, like yojo said, be happy with those FPS. Nothing is going to change until you mod it up wih ENB or Ultimate Textures. I am happy with my low end PC which has 23 FPS as avg and Max as 35. Also, high settings can cause hangs, crashes and bugs and it's best to not even touch that Night Shadow sh*t.

BTW, like mkey asked, did you update your game with the latest patch?
Most recommended: Patch 4
Although it's your choice but patching your game is must.

set the night shadows on none the shadows on medium and the traffic on 12-15 . also that post may interest you (i run 60-70 fps in non-dense areas and 35-40 elsewhere)

I have never understood that assertion. When I look in resource monitor, all four of my cores are being used close to 100% during gameplay. They also heat up fairly equally measured by HWMonitor. So, what is using the 4th core if not the game?

OP, as for 6 cores, I don't know.

GTA4 is not the only program that stresses out the CPU during gameplay. Also Windows has a tendency to "juggle" programs between cores, so that they all appear to be fully utilised. Why - I don't know.
When I last checked on my quad core (I've disabled Hyper Threading for this test), when playing GTA4 my CPU load (overall) was stable at about 75%.

Synthetic benchmarks mean nothing in gaming and games aren't coded to use 6 cores anyway, better to have a quad with high clock speeds.
