I would say my PC is still kinda considered high-end PC and I'm having trouble running GTA IV at max without lag.

I've got an i5 2500K @ 4.4GHz, two EVGA GTX 570 HD 1280MB in SLI and 8GB DDR3 1333MHz, shouldn't that be enough for 1920x1200. Also, I've searched for performance tips on the game but there's nothing more than the old sticky that is outdated.

GTA4 doesn't like SLI setups, try disabling SLi for that game.

1 GTX570 should make out the game. Even a 7850/560 Ti should.

Can you describe what you mean by lag? Lag means the gameplay slows down so you can see the individual frames. Stutter is when there is jerkiness and it is often graphics card related. Bear in mind that a high clocked cpu will put more strain on the graphics card. You maybe need to turn down the settings, should run ok all high, not very high.

GTX690 is basically 2xGTX680 in SLI, so there will probably be compatibility problems.
