Maybe something's wrong with your Cleo.
Try to reinstall SA.

I've tried to reinstall gta sa and reinstall cleo that was not the case

and then i try to download others games the dialog is out of numbers : 12345678901234567890 so i cant read the dialog

Well, there are 2 versions of San Andreas, 1.0 and 2.0. On version 2.0 many of mods just won't work. If you have original game, and didn't patched it allready, try this: http://grandtheftauto.filefront.com/file/;74661
