Starting in a slow car, getting a wanted level and a glitch that makes Hilary sink into the ground which makes you fail the mission...

It's a well know, here are some solutions that should help you fix it.

Solution #1: Toggle the frame limiter (if it's off, turn it on, and if it's on, turn it off). This is achieved by going to the pause menu -> Display Setup -> Frame Limiter. Also, have a fiddle with the draw distance settings.

Solution #2: Set the compatibility mode of the executable file to 'Windows 98'. Do so by: right-clicking gta-vc.exe (default: C:Program FilesRockstar GamesGrand Theft Auto Vice Citygta-vc.exe) -> Properties -> Compatibility tab -> check 'Run this program in compatibility mode for:', and select 'Windows 98 / Windows Me' from the drop-down menu. Apply, OK. You can find here also a picture that should help you.

In my opinion... it isn't. I can honestly not remember ever having any trouble with it.

I've had trouble with it sometimes,but it can be passed easily.

It can be passed easily if you park a fast car like an Infernus near the intersection in the police station.

That usually only happens on lower-end PC's and if you have the Frame Limiter OFF, from my experience...I used to get this glitch all the time on my old laptop with an AMD Sempron processor, 256MB Ram(1GB now) and a VIA/SIS Video card and XP Home SP2(SP3 now)-on my desktop(Vista) and Laptop now(Windows 7) I have not experienced this glitch(and I have the Frame Limiter ON now, whereas I had to leave it OFF on the old laptop to get a decent fps)..

It's not really that hard with practice and proper driving-ie. watch out for traffic and don't hit everything in site...and dodge the cop cars...and look for a good opportunity to use the "pit maneuver" on Hillary(this can be to your best advantage if done right)-Do the Driving school in SA to learn the Pit Maneuver technique, as that is one of the tasks in it-lol ...That's the best tip to actually beat the race really...
