 GTA IV Video Editor: Can you offset locked target?

I know this is a silly question after how many years, but I was wondering if anyone knows how to offset a locked target in the GTA4 video editor. You can use a mousewheel to offset up/down, but what about left to right?

Unfortunately no, thats becouse camera has to be focused on the target, you can only set it onto his head and than focus it on something else

I guess the trick is then to try and fake it. If only I could max out a cars speed at 30mph so I could use a linear A-B camera to simulate it.
