Im gonna try to explain what ive seen,

CNC_CROOK : i was spectating, SB and other players were crooks and were running to the getaway, the mod was the Only cop, i was watching him, he was under Map Then soudainly he was in the sea, in middle of nowhere, and when SB and the other crooks reached the getaway ( which was under the bridge near Bohan ) the mod teleported on the bridge just above the getaway, and he tryed to kill the crooks but luckly They were Already too far to be killed. Luckly this mod wasnt so evil, but its Still a mod and i dont want that sh*t on CnC.

slim355online : this Time i wasnt spectating, and this mod was evil, we were in a 1 4 all game with some High ranks, we were crooks everything was ok, we killed all the cops EXCEPT him, we were looking for him and soudainly the other crooks and myself were burning without ANY reasons, all my teammates died because of the fire, except me, ive pressed start ( thats a little cheat ) to stay Alive when we are burning. I thought the fire would stop but 5 mins later i was Still burning... I couldnt do anything and soudainly i blew up.... I guess the mod was bored to see me Still Alive so he exploded me.
After i died, i spectated him few seconds, he was at the opposite of the Map.....and he killed us all from there
I also noticed he was changing of clothes as much as he wanted to.
I hope nobody Will cross his road.

SmileAndBlowMe : ive seen him Only for 2 mins, i tryed to kill him but he was invincible, even when i tryed to blow up his car it was impossible ... He left the game just after that.

I Know rockstar wont do sh*t for GTA4 but i hope there Will be ppl from rockstar watching wat people are doing on GTA5, there Is too much cheating!

Rockstar are going to great lengths to prevent cheating/modding on Max Payne 3 and even Red Dead Redeposition to an extent, now although they've given up on IV hopefully these actions displayed against MP3 Cheaters will be present in V!

I have to ask, does it really matter this much? I mean going to the trouble of making a big list of everybody who mods, and if they're just in free mode doing their own thing does it really matter anyway? If it's in a competitive mode then fair enough, or if they're just really acting like a douchebag (i.e. repeatedly teleporting and killing people). If they want to drive dinosaurs and toilets around then I say leave them to it, hell last time I was on FM a modder gave me a Mr Tasty to drive around in, that was awesome.

I don't condone using mods to cheat in competitive modes but if it's just for the lolz than I'm all for it.

Btw, it would probably be easier to list people who haven't modded on PC

note... i like the ones the spawn the cars and the ramps...it is really fun, unless they are hostile... and Reaper, did you know that someone or possibly a few people have made a THR logo and slapped it on the rear end where the Reaper symbol would be... (i havent seen this, but got a detailed message about it from a friend, also im not sure if its the Highway Reaper Dukes, or just the original Dukes)

He was semi-friendly in the beginning, but made everyone in the room explode (regardless of where we were on the map) when he left.
There's no reasonable excuse for modding, nor is there any reasonable justification for it! It's against the ToS.

We have checked and the way Rockstar wrote the method of pulling usernames, there is no way for them to ban an account.. As if they would want to.

Although Rockstar are unable to for IV, it's a feature they have in RDR and MP3 and I can imagine it'll be in GTA V.

It warns users of which pathetic users are modders, giving them them a heads up.
So they can enjoy their games the way they are meant to be played.

Clue was in the name, but at first I thought it was lag. Nope he spawned himself with an RPG, made himself invincible, and lagged himself to the getaway whilst shooting rockets out of his ass.

100 % retard, I told him to f*ck off to free mode, he replied: 'You're just jealous of my mods'.....bye... kicked....
