My computer's specs are adequate for GTAIV.
AMD Athlon II X4 630 2.8 GHz
4 GB RAM, 3.74 USable
64-bit Windows 7
ATI Radeon HD 4200 (1912MB)

However, in the Graphics portion of GTA IV options, my "max memory" is 248 MB. The -nomemrestrict and -percentvidmem 100 change nothing. I read something about a memory leak elsewhere on this forum. Looking for a solution or insight as to if there really is a problem.

The problem is your Video card-it is Integrated, so the 1912mb of vram it shows is shared with your System RAM...You will not get very good performance on that card-you need to upgrade to be able to run IV at a decent fps...I would recommend at least an ATI 6770 at minimum for ATI cards to run IV at a decent fps..

I run the game(IV and EFLC) just fine on a ATI HD 5470 w/1240MB dedicated vram, at medium-high settings at 35+fps....however, I have an Intel I5 Quad core and 6GB DDR3 ram with Windows 7 Home Premium...

You can run III, VC, and SA at decent fps, but NOT IV on that card...

The lack of dedicated graphics cards lately sold with computers is really starting to hold PC gaming back I think. Most mainstream people couldn't be bothered with the task of purchasing and installing a card on their own, and is fooled into thinking they get a good setup when purchasing an integrated setup.

That wasn't the question.

Thanks. Is there a way I can disable that whole sharing VRAM with RAM? Because the 4 GB of RAM I already have would be sufficient for my background processes.

I believe that GTA 4 will only use the video adapter's dedicated ram, which is 256Mb.

You could try adding in some system ram with, say, -availablevidmem 2.0. This should get you 512Mb or 4.0 for 1Gb. Do not use other commandlines with it.
