The URL is probably not linking directly to the image. Right click on the image and chose "View Image" or something similar depending on the browser you use, and copy the URL that you get then.
You could also upload the image to a host such as imgur: http://imgur.com/ and use the direct link of the image.

If you mean Personal Picture as in the photo in your profile or the picture you can put in your signature (500x150 - Less than 80kb) or your Avatar (64x64). The you'll need the full url of the pciture for example the GTAForums logo at the top is
You can then put that in the Edit your signature or in a reply like so
If you can't get the image to display then you would need an image host such as www.imageshack.us for example, so you can upload your picture to there and use the url it provides.
If that's not what you mean then could you please be a little more specific.
Why would you recommend Imageshack after I posted a link to imgur, which is by the way a million times better? Imageshack asks you to register to be able to post the link to the full size picture and is generally a terrible host.
Edit: Like I said, upload it to a host. Use a PNG or JPG file format for your picture.

That's because the only extensions allowed are the gif .jpeg .jpg & .png for avatar. Make sure to save the picture in one of these extensions. Edit: Oh you meant profile picture. Make sure it's 250x250 pixels.
