Because they are both requirements to run GTA 4. I would not run windows xp without sp3 plus updates for the sake of security.

I don't know but how can Ultimate Graphics Tweak give more FPS? It just added Motion Blur and edited Visual settings and Time Cycle file. Even if does, there won't be much difference but the Graphics will look good. Not that I want my Tips to be the best but Graphics mod (exception: VisualIV) only improves Graphics. As suggested in my sh*t, try VisualIV Mod and use that MORE FPS Method which is given (In the latest one). Re-install the game, Patch 1.0.7.0 is only needed of Multi player and bug fixes. Most of the Single players use Patch 1.0.4.0. Try to improve your PC Specs, you can find some good deals in Prometheusx's sh*t from Ballas hood.

Based on his country, it might be outdated or not because most of those chip sets are to be rare and expensive because of low trade relation.
I will go for Max Payne 3's PC Specs if I want to play GTA 4.
