I was thinking of buying GTA IV for pc but before I do, I was just wondering do people still play it online?
If so TBOGT or the regular GTA IV?
I don't want to buy it then find out nobody plays it

There is problem with competitive game modes but if you are looking only for Free Modes you will find lots of players in IV & TBoGT, in TLaD you will also find some but not many. There is one thing you have to keep in mind - Free Modes are full of cheaters so dont be surprised if you get blown up by a kid with god mode etc but you can always create your own server and kick cheaters if they join. If you want to use trainer and mods there are separeted servers for modders only, if you meet modder in unmodded server that means he cheat.

Is the Multiplayer actually worth playing?
I loved it on xbox , but if people are going to be using god mode i don't see it being enjoyable
also in competitive modes like TDM and Cops n' Crooks do people cheat or use trainers?

It depends, I play this game 2 years and I saw only 3 types of cheats in Ranked Matches - godmode, no reloading and script mods which works only for host and allows you to swith money prize for winning a co op mode or for kill in TDM to how much they wanted for example, they were used a lot few months ago in co op modes but now it looks like they are gone, 1 person rarely still do it as far as I know. So in Ranked Matches cheaters are easy to avoid, harmless and obvious. The thing is not many people still plays Ranked but most plays Player Matches (unranked) where cheaters can do whatever they want, they can kick you out of your own server, be unkickable, crash out everyone on the server or crash your game with fatal error and much more. I would say yes but you have to find friends which you enjoy playing with, its hard to join random server and expecting you will have good fun

1 more important thing is your timezone, multiplayer on PC is most active at evenings european time, at other times of day it can be pretty empty

Again it depends on what you are interested in, some people likes IV more, some EFLC. I would say try IV first and than you can try EFLC
