There is no reliable blender SA dff or col exporter, if you use blender to model the map then you would need to use 3dsmax to export the map regardless of what program you modeled it in.
If you modeled the map in blender and export it to 3dsmax then export it to GTASA then that would probably work however most people just use 3dsmax on it's own to speed up the work.
