GTA IV download problem

missing decryption key?

Player Hater Group: Members Joined: Jul 5, 2012	when I bought GTA IV it says preloading when it is already out. it also stays at 0% when I start downloading. when it finishes it still says 0% and when I try to unpause the download it just pauses instantly and it is already downloading everything. I check steamapps but I don't see the folder Grand Theft Auto anywhere. I tried re-installing and validating but nothing works. Help?
