Tommy owns his own Taxi company, is basically the boss of a whole city and all rival gangs by the end of the game, works with famous rock band Love Fist, owns his own night club, owns a boatyard and a car showroom. He can fly without a license (how is a pilot's license a proof of wealth?), prints his own money and is 35 years old when the game takes place, he's not exactly old either.

CJ owned a casino,yes.But the triads had it too.
Second in command of a gang.Yet he didn't have any power in it,he was Sweet's bitch.
Airport gotten because of toreno.
Garage gotten because of Claude.
He had many houses,but many of them were crap and not needed,and that was only to blow up your money for no reason.

Claude was also very rich by the end of GTA III
He has nothing to spend it on,he made many money from the works he did,MANY.

Niko was still poor by the end of IV,with less than a million.(I'm only counting canon money)

Johnny was averagely rich,since he got the money from the diamonds deal.

I don't think Luis was that rich either,not sure.

Pilot licence isn't valuable in my opinion. Summing it up, CJ run an empire of trash, a little here, something there, while Tommy was holding whole city by the balls.

This. When you think about it CJ barely "owns" anything on his own. Most of it is given to him. Hell his mansion was given to him. Tommy had to whack the owner and take over his gang to get his.

I never really liked the "rags to riches" aspect in SA. It all felt like CJ got pushed into everything he done and most of the assets he had were sh*t compared to VC.

Tommy busted his ass off to get everything he ended up with. He rarely had anything given to him on a silver platter.

Tommy hands down.

Claude is probably the poorest. (Together with CJ at the beginning of the game, no actually CJ had his own house surrounded by his friends, Claude lived in a depressing hideout near the hooker district)

I don't know why all these people are saying "Oooh CJ isn't rich because he got given all of his assets by other people." IT DOESN'T MATTER!! He'd still be making a fortune off these assets anyway.

Iafter rethinking my statement on the first reply of this topic i think itd go

1. Tommy - he was on top of the city by the end of the game
2. Claude - made a fortune off pretty much every job he did in the game
3. Luis - has a solid job being bodyguard and PA of the biggest nightclub owner in LC
4. Carl - co-owner of many established businesses in San Andreas and would he rolling in the money
5. Niko - never really made that much, he was more out for revenge.
6. Vic - although he never made that much he still got a fair bit from the missions from start to finish
7. Toni - basically just a pussy mamas boy by the end of the game and was still Salvatore's bitch
8. Johnny - pretty much had nothing at Tye end of the game.

Although I've beaten the game, imnot sure where Huang would fit into all of that.

CJ appears to be the richest if you count the assets... but we forget that tommy can create counterfeit money. so, while CJ need to EARN his money (legally or not), tommy can create them. It's like an "unlimited money" cheat

CJ. He owns a military prototype Jetpack, he is the co-owner of a successful casino in Las Venturas, he is the manager of a successful rapper (Madd Dogg), he owns several properties throughout the state of San Andreas, and this was all 20 years ago. Imagine what he is like now.
